2006 03 19  2006-02-25/26 Varšuvoje (Lenkija) įvykusio FMJD CPI pasitarimo protokolas (anglų kalba).

FMJD / CPI meeting 25 and 26 February 2006 in Warsaw

Participants

Pieter Hildring, Executive Vice President FMJD.

Jaap Bus. Treasurer FMJD and member CPI.

Algimantas Kaciuska, member CPI.

Vladimir Matus, member CPI.

Evgraf Zubov, presence in this meeting requested by Matus and Zubov is contact person for new FMJD President (Ptitsyn).

Vitalia Doumesh interpreter (English, Russian, Dutch)

Johan Bastiaannet was not present, withdrew from CPI.

CPI as committee of the FMJD

Pieter Hildring told the CPI members what the FMJD Board expects from the committees (same approach for CPI and TC).

-     Proper communication between the CPI members

-     Trying to reach consensus and no voting regarding important matters

-     Consulting people outside the CPI is good, but internal conflicts within the CPI should not be discussed in public. If no solution can be found, the FMJD Board should be informed.

-     Organization of contests should be improved and titles recognized by the FMJD should be fair for all cultures united in the FMJD.

-     A good relation between players and composers should be stimulated, both by the CPI and by the FMJD.

Organization of contests

The next World Championship should be better organized and should be an example for all other contests for problems and end games world wide, though the ideal contest will never be reached.

The FMJD will only recognize the results of the WC or parts of it when:

-    The jury is known at the moment of announcing the contest

-    The criteria for judgement are better known and clearer for the participants and the jury. The criteria are based upon common understanding of the basic principles and upon the RI /RIE as they are now, but improved. As well as upon instructions for the jury and specific criteria for individual contests. An example of a basic principle is that eliminations should be based upon objective factors, with the benefit of the doubt for the participant. Examples of the RI to be improved are the rules regarding resemblances and the distinction between combinational and analytical problems. Vladimir Matus prepared an instruction for the jury to be discussed in the CPI.

-     After the closing date of participation the compositions will be published and resemblance will be checked based upon clearer rules and the problem data bases. The first step of the jury is to judge eliminations based upon the objective reasons mentioned in the RI /RIE (second solution, draw, etc.) and to agree unanimously about a complete list of eliminations to be published.

Finding competent jury members willing to spend their time and accepting not to participate is difficult. The CPI will try to find jury members for the WC before planning the day of announcement, but when insufficient jury members are found, some or all of the CPI members will participate in the jury themselves.

It will be stimulated that contests not organized by the CPI, but recognized, will apply the same principles. The Kring voor Damproblematiek will announce in the General Assembly of the KvD in May, to apply these conditions as well in the next KvD contest and will ask for CPI /FMJD recognition.

The contest Lithuania 2006 has been prepared already and the announcement should not be postponed, though there is no jury yet and the criteria for judgement are unclear.

Lithuania 2006 will meet the requirement that the jury members reach unanimous agreement about eliminations in the first phase of judgement.

The next PWCP

Vladimir Matus proposed to organize World Championships for different categories with a World Champion for each category. One of the categories will be with Kings in the initial position and categories (and rules) still have to be defined for forcings and for practical combinations. This proposal was accepted with the remark that combinational and analytical problems should be in separate categories.

Vladimir Matus is preparing rules for the World Championship miniatures. This could be split in a contest for combinational and analytical miniatures. In order to reduce the number of categories other definitions of the categories might be considered as well.

Jaap Bus will prepare a definition of analytical compositions and make a proposal for a practical separation in categories.

Pieter Hildring confirms that the FMJD will support the PWCP with prize money and diploma“s.

Other competitions

Evgraf Zubov remarks that more competitions will also contribute to build experience with the RI / RIE and improve them where required, as well as experience with judging and solving conflicts.

New competitions are welcome like Belarus and France. Algimantas Kaciuska is in favor of a calendar of tournaments, covering a few years.

International Referees

Algimantas Kaciuska and Evgraf Zubov will prepare a proposal concerning the rules for official assignment by the FMJD of international referees for draughts composition contests.

Master and Grandmaster titles

Vladimir Matus proposed to give Master points for the first ten places of the contests instead of the first six. Mr. Algimantas did not agree because the detailed proposal of Vladimir Matus will lead to much more points per contest than in the current system. During the meeting no common opinion could be reached. It was decided to further discuss the proposal in the CPI.

Counting of points for Master and Grand Master titles has started from 1988 and neglected all the international contests and the top compositions of the period before.

This is not fair for the (mainly now old French and Dutch) composers who were the founders of modern problemism, improved the general level by formulating the Strict Rules (SR) and won high quality contests for problems and end games in the sixties and seventies.

Vladimir Matus and Evgraf Zubov agreed that a few of these composers (still alive) earn the title of Grand Master HC and Vladimir Matus proposed to assign the title of Grand Master HC to A.P. de Zwart, J.C.R. Bus and P. Kuijper. This proposal is based upon his investigation of the best problems of the 20th century. Some of the older Dutch problemists already have the Grand Master HC title, e.g. J. Viergever and L. de Rooij. A few other problemists of Holland and France have the Grandmaster title.

Algimantas Kaciuska said that concerning these composers it is possible in his view to speak only about ranks HC as they do not have good results in the recent (after 1988) competitions.

Both Vladimir Matus and Evgraf Zubov have seen the published idea (DP) to reward Grandmaster titles to those few problemists who have won the KvD Open (international) competitions more than once and consider this a reasonable and objective yardstick.

After further discussion the meeting agreed that Grand Master titles (not Master titles) are required for the top problemists of that time, but only for older problemists (the age of 60 was mentioned), because younger problemists have more opportunity to reach the scores required.

The KvD will be asked to prepare a concrete proposal to the CPI with names. The preparation of this proposal will be discussed in the KvD meeting in May.

International problemist’s symposium

Evgraf Zubov brought the idea of organizing such an international meeting for draughts composers and solvers with great enthusiasm. In particular a World Championship for draughts problem solvers is considered important for the promotion of problemism. He has discussed the idea earlier with Algimantas Kaciuska.

The meeting agreed whole-heartedly, but it is much more effort to organize such a symposium internationally than locally.

Preparation of such a conference requires a lot of time. Sponsors must be found and the program and logistics have to be very well prepared.

It will be organized in 2007 and will contain a short general meeting, demonstrations and explanation by a number of the best composers of the world, as well as a competition on composing draughts problems and a competition for solvers, where besides solvers and composers also (top) players will be invited to participate.

Changes of Statutes and RI

Vladimir Matus proposed a few minor changes of the RI (article 1.12 / 1.13). Examples were shown where a composition is excluded according to the current rules, but should be accepted. This change of the RI was agreed upon, but though the problems should be accepted, in some cases a remark should be made about a weakness. Vladimir Matus will provide a new text.

Publicity and Internet

The FMJD site should contain a CPI page with a short description of the main activities and the members. Pieter Hildring will inform Presman; Jaap Bus will provide a text. The CPI page should contain links to the main sites for draughts problems. Vladimir Matus prepares the CPI-info publications.

Members and President of the CPI

Other countries should participate in the CPI. Candidates are available, willing to join the CPI, from Belarus (Mr. Petr. Shkludov) and Ukraine (Mr. Ivan Ivatsko). They are also available for preparing the rules for new genres, including rules for 64 sq. The participation of France and Holland in the CPI is absolutely required.

The Executive Vice President of the FMJD and the Treasurer do not have any formal connection with the KNDB, also not financial and are fully neutral concerning countries.

The CPI will ask France and Holland to fill the open places in the CPI.

Jaap Bus was elected President of the CPI unanimously and accepted, but with the remark that he will only do it temporarily, most likely not longer than till the General Assembly of the FMJD in the summer of 2007 in Jakutsk.

The GA gave the mandate to the Executive Board to manage the committees (CPI and TC). When a committee assigns a President unanimously, the Executive Board accepts the assignment.

Further questions

Algimantas Kaciuska remarked that the PWCE requires attention of the CPI. The jury members agree about a long list of eliminations, but not about all cases. At the moment of this meeting it was not clear if there are still end games under discussion.

It was decided that no jury d“appel can be installed during a contest, if required the CPI will take a decision. Mr. Céron will be requested by Jaap Bus on behalf of the CPI, to ask the jury members to reach unanimity. If the jury members do not change their opinion they will be asked to specify on which article (s) of the RIE their elimination is based. The CPI will then take a decision.

During this meeting all present agreed that publication on Internet is considered as publishing, the same as in newspapers, books, etc. In one case of the PWCE a participating composition was on Internet before the final results are published. The CPI took the decision that in such a case the end game should be eliminated. Here applies article 2.7.of the RI.

Mr. Céron will be informed.

Closing

Pieter Hildring closed the meeting, thanked the participants for their cooperation and the good atmosphere. The meeting agreed with a special word of thanks for Vitalia Doumesh, who did an excellent job as interpreter.
