Department of Physical Culture, Sports and Tourism at the Minsk Regional
Executive Committee and by the Draught Composition Commission under Byelorussian
Draughts Federation public institution (OOBFSh)
- Purpose and Tasks of the
Tournament:
1.1. Popularization of draught problem
composition in Byelorussia
1.2. Improvement of techniques of
Byelorussian problemists
1.3. Development of contacts between
Byelorussian draught problem composers and foreign problemists.
- Rules of Tournament:
2.1. The tournament will be run in three
categories subject to the following conditions: The category A will be
regulated by the Rules of Draught Problem Composition adopted for the Eastern
Europe and categories of B and C will be run under the International
Rules adopted by CPI FMJD (RI - Règles Internationales FMJD CPI).
2.1.1.
Category A: problems*. The theme is free. There
are no restrictions regarding the minimum or maximum number of pieces.
Additional requirements:
a) No secondary solution with the
elevation of problem, in particular the task To Block a man, two men blocked, or
the King and man blocked, the King blocked instead of a man; two and more men
blocked instead of the King will be considered to be a solution of problem.
b) Each composition variation may
contain only two Duals.
2.1.2.
Category B: problems without Kings in the initial
position. The theme: the problem should result in an economical final blocking
(Black pieces blocked), either immediately after the combination or after the
endgame.
The blocking is economical when White
has no more pieces left than necessary for winning.
Examples of permitted blockings: [№1. D0
– 45/ D50 – 0; №2. D46 – 41/ D47 – 0; №3. D50 – 44,35/ D49 – 40,45], examples of
not permitted blockings: [№1. D0 – 35/ D44 – 40, (the victory may be achieved
without piece 40); №2. D50 – 44, 35/ D45, 49 – 40, (the victory may be achieved
without piece 40)].
Further conditions:
a) White to move and win;
b) In the initial position, the minimum
number of pieces allowed is 9x10 or 10x9; the maximum number is 12x12. In the
initial position, the difference between White and Black (Black and White) must
not exceed one piece. The problems have to meet the requirements of the Master
Level or Superior Level as identified in 1st Part of RI CPI FMJD.
2.1.3.
Category C: problems with the same conditions as
Category B, besides the number of pieces.
In the initial position, the minimum
number of pieces allowed is 12x13 or 13x12; the maximum number is 14x14. In the
initial position, the difference between White and Black (Black and White) must
not exceed one piece. The problems shall correspond to the Master Lever or
Superior Level as identified in 1st Part of RI CPI FMJD.
Byelorussian problemists paid a
membership deposit to OOBFSh and other interested problemists from any other
country can participate without any fee.
2.2. The tournament is planned to be
completed at 01.05.2008.
2.3. Each participant may present not
more than two compositions per category. The letter or email must contain the
full name, the postal address, a diagram of each participating composition, the
category and the full solution.
2.4. Compositions shall be sent by
01.08.2007 to the address of Mr. Shulga Victor (the Contact) at 220051

E-mail messages should contain what is
mentioned under 2.3. The Contact will confirm the reception of the compositions
to the participants.

2.6. The following composition are not
allowed for categories A, B and C:
2.6.1. Team compositions
2.6.2. Compositions that participated in
any other competition
2.6.3. Compositions which are corrected
variation of compositions participating in previous competitions (except for
category A)
2.6.4. Published (in particular at
Internet) compositions
- Winner criteria
3.1. In each category, winners will be
determined separately
3.2. Each composition will be scored and
a place will be awarded.
3.3. The final score of each problem
will be the sum of the average of the highest and lowest scores and the central
score.
- Awards
4.1. Authors of problems which won 1st
– 3rd places in each category will be awarded with diplomas of OOBFSh,
medals and sponsor prizes.
4.4. These regulations have been agreed
with CPI FMJD. According to the current Statute of CPI FMJD, participants of
Category B and C will obtain score points for further award of international
titles.

5.1. The announcement of tournament will
